Speaking in an exclusive interview with VOA, Chief of Naval Operations Adm. John Richardson said the United States Navy has been “at about the same force levels” in the South China Sea for about 70 years. “Nothing has elevated too much or decreased too much. We've been pretty steady,” he said. China and the U.S. strongly disagree on territorial claims in the sea's international waterways. China considers much of the sea its territory — overlapping with the territorial claims of other nations — and has created hundreds of hectares of artificial islands to bolster is territorial claims. The U.S. frequently conducts freedom of navigation operations in the South China Sea to dispute China's claims and to promote free passage through international waters that carry half the world's merchant fleet tonnage, worth trillions of dollars each year. The P-8A Poseidon jet was flying close to disputed territory over the South China Sea when the People’s Liberation Army (PLA) issued the series of alarming warnings. Flying at an altitude of 16,500ft, the P-8A swooped within view of a number of artificial military islands constructed by the Chinese military in the hotly contested sea. A CNN journalist was aboard the P-8A plane, dubbed the “submarine killer”, when it flew past four major artificial islands apparently stockpiled with military structures, buildings and aircraft. As the Poseidon passed by the Subi Reef, Fiery Cross Reef, Johnson Reef and Mischief Reef, the PLA told the US Navy crew to withdraw from the area six times. "US military aircraft, this is China ... leave immediately and keep out to avoid any misunderstanding," a representative of the PLA said. US navy plans major show of strength in South China Sea as warning to Beijing The United States Pacific Fleet has drawn up a plan for a major show of force as a warning to China that will indicate its determination to counter Beijing’s military activity, it was reported on Thursday amid rising tension over the disputed South China Sea. The plan would see planes and ships passing close to Chinese-claimed waters in the South China Sea and Taiwan Strait in a freedom of navigation operation, CNN reported, citing several unnamed US defence officials. The proposal means US ships and aircraft will be operating close to Chinese forces and is expected to trigger a strong reaction from Beijing. China’s defence ministry did not immediately comment on the report, but a Chinese diplomatic observer said that by expanding its operations from the South China Sea to the Taiwan Strait the US was escalating the confrontation. The observer also predicted that China would step up its military presence in both areas. The proposal is being driven by the military but CNN noted that carrying it out it in early November when the US midterm elections are taking place could have political implications for the Trump administration if the US troops are challenged by China.

"China is already in possession (of the South China Sea). It's now in their hands. So why do you have to create frictions… that will prompt a response from China?" Mr Duterte told reporters on the sidelines of the Asean Summit in Singapore. "China is there," he added. "That's a reality, and America and everybody should realise that they are there." He said should war erupt in the South China Sea, "my country will be the first to suffer". He pointed out that the Philippines has a mutual defence treaty with the US. China claims most of the South China Sea, where US$3 trillion (S$4.1 trillion) in sea-borne traffic pass every year. The Philippines, Vietnam, Malaysia, Brunei and Taiwan have conflicting claims with China in parts of the South China Sea. Mr Duterte said conflicts over the South China Sea could best be settled through talks between China and Asean, without the US and its allies turning up the heat through displays of force as "freedom of navigation exercises". "Everything's been excellent between China and the rest of Asean, except for the fact that there's friction between Western nations and China," he told reporters. He cited, in particular, a long, drawn-out process to negotiate a "code of conduct" that Asean and China hope to conclude in three years. The code was "needed at all cost", he said. Chief of US Naval Operations Adm. John Richardson said on Tuesday the US and China “will meet each other more and more on the high seas” after a Chinese warship came close to a US ship in the disputed South China Sea. The Chinese vessel came within 45 yards of the USS Decatur during a “freedom of navigation” sail in late September, US Vice President Mike Pence said this month. The US mission was the latest attempt to counter what Washington sees as Beijing’s efforts to limit freedom of navigation in the strategic waters, where Chinese, Japanese, and some Southeast Asian navies operate. In the weeks since, a US Navy research ship has visited Taiwan and two US warships sailed through the Taiwan Strait. China considers Taiwan a breakaway province and has bolstered its presence around the island country. In mid-October, during a meeting with his Japanese and South Korean counterparts, Defense Secretary Jim Mattis said the US and its partners in the region would “continue to fly, sail, and operate wherever international law allows and our national interests demand.”

A Chinese warship threatened a US Navy destroyer during a tense showdown in the South China Sea in late September, according to new details of the encounter. A Chinese People's Liberation Army Navy Type 052C Luyang II-class destroyer challenged the US Navy Arleigh Burke-class guided-bomb destroyer USS Decatur during a routine freedom-of-navigation operation near the disputed Spratly Islands. The Chinese warship sailed within 45 yards of the American vessel, nearly colliding with the US destroyer. The Chinese vessel "approached USS Decatur in an unsafe and unprofessional maneuver in the vicinity of Gaven Reef in the South China Sea," where it engaged in "a series of increasingly aggressive maneuvers accompanied by warnings for Decatur to depart," a spokesman for the US Pacific Fleet said in a statement. US intelligence assessed that there is a high probability the Chinese military had deployed anti-ship and anti-aircraft weapons to three artificial islands during recent military drills on the contested sea. But a US defense official told CNN it was unclear if the weapons remained on the outposts following the April exercises.
