A development plan is an aspect of town and country planning in the United Kingdom comprising a set of documents that set out the local authority's policies and proposals for the development and use of land in their area. The development plan guides and shapes day-to-day decisions as to whether or not planning permission should be granted, under the system known as development control or development management in Scotland. In order to ensure that these decisions are rational and consistent, they must be considered against the development plan adopted by the authority, after public consultation and having proper regard for other material factors. Section 38(6) of the Planning and Compulsory Purchase Act 2004( replacing Section 25 of Town and Country Planning (Scotland) Act 1997 and Section 54A of the Town and Country Planning Act 1990) requires that decisions made should be in accordance with the development plan unless material considerations indicate otherwise. Although development plans do not have to be rigidly adhered to, they provide a firm basis for rational and consistent planning decisions. In England and Wales, the development plan may contain a number of documents: Counties and most non-metropolitan unitary districts are covered by structure plans (in which the county, national park or unitary authority set out key strategic policies as a framework for local planning) and local plans (in which district councils and national park authorities set out more detailed policies to guide development in their areas, including proposals for specific sites). Structure plans may in some cases be prepared on a joint basis between two or more authorities (e.g. a county and a unitary authority or a national park). County, national park and some unitary authorities also prepare minerals and waste local plans are also deemed to be local plans. In London and the metropolitan areas, and in a few non-metropolitan unitary areas, authorities produce unitary development plans (UDPs), which combine the functions of structure and local plans and include minerals and waste policies. Local plans and UDPs identify particular areas as suitable for housing, industry, retail or other uses, and set out the policies which the authority proposes to apply in deciding whether or not development will be permitted. The preparation of Local Plans and UDPs gives the community the opportunity to influence the detailed policies and specific proposals for the future development and use of land in their area. Because the plan forms the statutory basis for planning decisions, local people are involved in its preparation. In Scotland, following the passing of the Planning etc. (Scotland) Act 2006, the development plan comprises Strategic Development Plans (covering a number of city areas/urban authorities), Local Development Plans and statutory Supplementary Guidance. National Park Authorities in Scotland also act a Planning Authority for the development of planning policy, and the Loch Lomond and the Trossachs and the Cairngorms National Park Local Plans also form part of the wider development plan. In India Development Plan process is a provincial/state subject. There are various town planning authorities under each province/state that assess the growth of areas, identify suitable areas for housing, industry, public infrastructure and allocate budgets. Each of the metropolitan cities in India has an Agency which is responsible for Development Planning exercise of the cities. Mumbai city has Mumbai Metropolitan Region Development Authority commonly known as MMRDA. Similarly there is Delhi Development Authority for Delhi, Bangalore now called as Bengaluru has Bengaluru Development Authority, Kolkata has Kolkata Metropolitan Development Authority and there is Chennai Metropolitan Development Authority for the south Indian city of Chennai.

Cluster development (or cluster initiative or economic clustering) is the economic development of business clusters. The cluster concept has rapidly attracted attention from governments, consultants, and academics since it was first proposed in 1990 by Michael Porter. Many governments and industry organizations around the globe have turned to this concept in recent years as a means to stimulate urban and rural economic growth. As a result, a large number of cluster initiative organizations were started during the 1990s, and the trend continues. The first comprehensive study of cluster initiatives around the world was reported in the "Cluster Initiative Greenbook" published by Örjan Sölvell, Christian Ketels and Göran Lindqvist, with a foreword by Michael Porter. The report was presented at the annual meeting of The Competitiveness Institute, TCI, in Gothenburg in 2003. A follow up study in 2005 covered more than 1400 cluster initiative organizations around the globe. In 2013, a decade after the first Greenbook, The Greenbook 2.0 was launched at the TCI global conference in Kolding, Denmark. While the purpose of cluster initiative organizations is to promote economic development within the cluster by improving the competitiveness of one or several specific business sectors, it is important to differentiate these public-private organizations from policy-making organizations at different levels, e.g., national government units such as the UK Department of Trade and Industry (DTI), and supranational bodies such as the OECD and the European Commission and from industry associations comprising firms within one business sector, e.g., biotech, steel. More specifically, cluster initiatives are organizations or projects that are organized as collaborations between a diverse number of public and private sector actors, such as firms, government agencies, and academic institutions. Whereas lobbying policymakers may be one of the cluster initiative’s activities, cluster initiatives generally are involved in a broad range of activities, e.g., supply-chain development, market intelligence, incubator services, attraction of foreign direct investment, management training, joint R&D projects, marketing of the region, and setting technical standards. In June 2007, the European Cluster Observatory was launched. Financed by the European Commission DG Enterprise and Industry, it provides information about clusters, cluster initiatives, and cluster policy throughout 32 European countries.An example of a business cluster from the United Kingdom is the Northeast of England Process Industry Cluster (NEPIC). Information on this cluster and other European Clusters can be found on the European Cluster Observatory. In 2009, under the Competitiveness and Innovation programme, the European Commission launched the European Cluster Excellence Programme from which the European Secretariat for Cluster Analysis (ESCA) was established. ESCA has since worked to spread best practice and improve the professionalism of Cluster managers across Europe by benchmarking, advising on best practice, analysing and accrediting Cluster organisations across the EU. ESCA's work has now extended beyond the borders of the EU including North America and Asia. By October 2014 ESCA had analysed 610 cluster organisations in 35 countries leading to Bronze level labelling. By October 45 Clusters have be awarded the Gold Label. An example of an ESCA Gold label Cluster is the North East of England Process Industry Cluster (NEPIC). In the United States, residential cluster development in new housing developments is a means of permanently protecting open space and environmental resources, usually with conservation easements, while still allowing landowners to develop their property. Houses are built closer together on part on the land rather than spread evenly on large lots over the whole development.

While the modern concept of sustainable development is derived most strongly from the 1987 Brundtland Report, it is rooted in earlier ideas about sustainable forest management and twentieth century environmental concerns. As the concept developed, it has shifted to focus more on economic development, social development and environmental protection. Sustainable development is the organizing principle for sustaining finite resources necessary to provide for the needs of future generations of life on the planet. It is a process that envisions a desirable future state for human societies in which living conditions and resource-use continue to meet human needs without undermining the "integrity, stability and beauty" of natural biotic systems. Sustainability can be defined as the practice of maintaining processes of productivity indefinitely—natural or human made—by replacing resources used with resources of equal or greater value without degrading or endangering natural biotic systems. Sustainable development ties together concern for the carrying capacity of natural systems with the social, political, and economic challenges faced by humanity. Sustainability science is the study of the concepts of sustainable development and environmental science. There is an additional focus on the present generations' responsibility to regenerate, maintain and improve planetary resources for use by future generations. Sustainable development has its roots in ideas about sustainable forest management which were developed in Europe during the seventeenth and eighteenth centuries. In response to a growing awareness of the depletion of timber resources in England, John Evelyn argued that "sowing and planting of trees had to be regarded as a national duty of every landowner, in order to stop the destructive over-exploitation of natural resources" in his 1662 essay Sylva. In 1713 Hans Carl von Carlowitz, a senior mining administrator in the service of Elector Frederick Augustus I of Saxony published Sylvicultura oeconomica, a 400-page work on forestry. Building upon the ideas of Evelyn and French minister Jean-Baptiste Colbert, von Carlowitz developed the concept of managing forests for sustained yield. His work influenced others, including Alexander von Humboldt and Georg Ludwig Hartig, eventually leading to the development of a science of forestry. This in turn influenced people like Gifford Pinchot, first head of the US Forest Service, whose approach to forest management was driven by the idea of wise use of resources, and Aldo Leopold whose land ethic was influential in the development of the environmental movement in the 1960s. Following the publication of Rachel Carson's Silent Spring in 1962, the developing environmental movement drew attention to the relationship between economic growth and development and environmental degradation. Kenneth E. Boulding in his influential 1966 essay The Economics of the Coming Spaceship Earth identified the need for the economic system to fit itself to the ecological system with its limited pools of resources. One of the first uses of the term sustainable in the contemporary sense was by the Club of Rome in 1972 in its classic report on the Limits to Growth, written by a group of scientists led by Dennis and Donella Meadows of the Massachusetts Institute of Technology. Describing the desirable "state of global equilibrium", the authors wrote: "We are searching for a model output that represents a world system that is sustainable without sudden and uncontrolled collapse and capable of satisfying the basic material requirements of all of its people."

The range of responsibilities do not include development of actual functionalities. They may possibly work with Adobe Photoshop or Adobe Illustrator for design purposes and more advanced designers can build web prototypes using coding skills. Frontend Developers: are the glue that holds Web Designers and Backend Developers together. These people deal with client-side programming and applying designs they have received from Web Designers. Their main tools are HTML, CSS and JavaScript. Backend Developers: are those who work behind the scenes. They develop server-side logic, manage database connection, design APIs(Application Programming Interface), handle security and authorization. The tools they use are Ruby, Node.js, PHP, Python, GoLang, Java, Scala and a great deal more. Backend Developers also deal with databases. Some of the most popular databases include MySQL, ElasticSearch, Cassandra, Redis and OracleDB, just to name a few. A full stack web developer: is a one-man show that works on both the client and server side and sometimes in design. Having command over different areas is in high demand and being able to understand different problems, within different project roles, make these people good candidates for team leadership positions. What Does A Web Developer Do? In general, Web Developers are responsible for building and maintaining websites. You might think that web developers spend their entire day working on code, but that's not necessarily so. Even though development is the greater part of a developer's job, there are other extremely important tasks that must get done. Here are other important activities a web developer is involved in: Analysis: Analysis is a constant and continual part of the Web Developer's job. Talking with a client and gathering functional and nonfunctional requirements gives the web developer a bird's eye view in order to plan architecture correctly. Code Review: Before new code is added to a main codebase, it goes through a Code Review process. This is a process where other developers go through your code, review it and make suggestions for small fixes. In order to properly participate in a Code Review, you must spend time understanding other people's code. Mentoring: Once you have reached a certain level in expertise, you are often expected to share your knowledge with others and train new developers. This is usually followed by a Pair Programming in which two developers sit in front of one computer and attempt to solve problems together. Maintenance: With the exception of working on new tasks, developers often need to care about legacy projects. This involves solving random bugs and implementing small changes on a currently working project. Meetings: Developers do spend a good deal of time meeting with and talking to clients, not just when discussing new features. Melcote and Steeves saw it as "emancipation communication", aimed at combating injustice and oppression. The term "development communication" is sometimes used to refer to a type of marketing and public opinion research, but that is not the topic of this article. According to Felstehausen (1973), conventional theoretical assumptions are drawn from development communications research and are challenged on the grounds that as theoretical concepts they are inadequate guides to the selection of data and the resolution of development problems. The first conceptual fallacy results from the regular practice of choosing operational examples and analogies from the experiences of developed rather than underdeveloped countries. This is especially evident in terms of a bias favoring technology (especially U.S. technology) as a correlate to communication phenomena and as a solution to development problems. The second fallacy results from the use of inappropriate and frequently untested theoretical models within communication research causing a distorted view of the role of communication in relation to social and behavioral systems. The first issue is argued by presenting a review of empirical studies which show that communication processes and the adoption of new technology does not go on apart from the factors which define the behavior of the social, economic and political system. Correlational analyses are of little value in explaining communication processes, or in establishing their role in relation to development. The second issue is addressed by suggesting that communication be viewed as part of a social interaction theory in which communication is treated as a process which unveils and transforms reality in the exchange of information among persons. Communication can be defined as a process of accumulating and integrating intelligence. This reformulation shifts the research focus from questions of how communication functions to change persons (senders or receivers), to how it functions to change and transform ideas. Concepts, ideas, interests and positions can then be used as the primary units of analysis. Development communication policy covers formal and informal processes where interests are defined, expressed and negotiated by actors with different levels of power and with the goal of influencing policy decisions. Alexander G. Flor, Ph.D., a noted development communicator and professor at the University of the Philippines Los Banos (UPLB), posits that development communication and the policy sciences are linked inextricably albeit distinct and mutually exclusive disciplines. "Policy sciences," he states in a nutshell, is the scientific study of policies and policy making while "policy" is the set of decisions with specific objectives and target audience.
