An "in depth" look at Rule 6 of the International Regulations for Preventing Collisions at Sea, the COLREGS. The COLREGS are the rules of the road that vessels must obey at sea to avoid collisions. Rule 6 covers "Safe Speed". In this video I go into detail about the rule and give examples of how to apply the rule at sea. ------------------------------------------------------------------------ Rule 6: Safe Speed Every vessel shall at all times proceed at a safe speed so that she can take proper and effective action to avoid collision and be stopped within a distance appropriate to the prevailing circumstances and conditions. In determining a safe speed the following factors shall be among those taken into account: (a) By all vessels: i. the state of visibility; ii. the traffic density including concentrations of fishing vessels or any other vessels; iii. the manoeuvrability of the vessel with special reference to stopping distance and turning ability in the prevailing conditions; iv. at night the presence of background light such as from shore lights or from back scatter of her own lights; v. the state of wind, sea and current, and the proximity of navigational hazards; vi. the draught in relation to the available depth of water. (b) Additionally, by vessels with operational radar: i. the characteristics, efficiency and limitations of the radar equipment; ii. any constraints imposed by the radar range scale in use; iii. the effect on radar detection of the sea state, weather and other sources of interference; iv. the possibility that small vessels, ice and other floating objects may not be detected by radar at an adequate range; v. the number, location and movement of vessels detected by radar; vi. the more exact assessment of the visibility that may be possible when radar is used to determine the range of vessels or other objects in the vicinity. Issues clustered under the notion of maritime security include crimes such as piracy, armed robbery at sea, trafficking of people and illicit goods, illegal fishing or pollution. US Provocations: US destroyer gets dangerously close to Russian frigate

Russia has released a video showing a US battleship getting too close to a Russian frigate in the Mediterranean Sea, a violation of international maritime safety regulations. The USS Gravely came within the “dangerous” distance of 180 meters of the Yaroslav Mudry on June 17, said a statement released by the Russian Defense Ministry on Tuesday. The Gravely is an Arleigh Burke-class guided missile destroyer with the capability of being equipped with the Aegis missile system. The Yaroslav Mudry is a Neustrashimyy-class frigate which is in the service of the Russian Navy’s Baltic Fleet. The Gravely’s captain and crew directly violated the International Regulations for Preventing Collisions at Sea (COLREGS), which state the manner of navigation of ships sailing in close proximity. “The US sailors, in particular, neglected Rule 13, which stipulates that an overtaking vessel must keep out of the way of the vessel being overtaken,” read the statement. It further noted that, the US ship had violated rule 15, which states that a ship that has another vessel on its starboard side must yield and refrain from crossing ahead of her. The statement also called on the Pentagon to pay attention to such incidents instead of accusing Russian forces of unprofessional conduct. “US sailors allow themselves to neglect key foundations of navigation safety without thinking of the consequences that dangerous maneuvering in a heavily trafficked maritime area might involve,” it said. In April, a Russian Sukhoi Su-24 jet performed a flyby over the USS Donald Cook destroyer in the Baltic Sea, prompting harsh reactions from US Secretary of State John Kerry who called the move “reckless” and “provocative,” saying the US had every right to shoot the planes down. Following the incident, Russia’s Defense Ministry spokesman stressed that the plane’s crew had acted in a safe and correct manner. “Having located the ship in a zone of visual sight, the pilots undertook a maneuver that was in accordance with all the necessary safety rules,” he said. The statement noted that the incident took place in international waters and that the Russian ship maintained her course and refrained from entering dangerous maneuvers with the US ship.

On Tuesday December 4th 2012 the Independence of the Seas arrived in Nassau Bahamas following her transatlantic voyage from Southampton England. Following SOLAS regulations all of the ships starboard lifeboats were lowered and fully tested to ensure they are fully functional. Today it commissioned its Coastal Radio Station, to ensure effective communication is maintained to minimize maritime incidents. The Station is funded in partnership with Australian Aid at a cost of eight million kina. The Coastal Radio System is a vital part of maritime communication. But it has been dormant over the years, since it was destroyed during the 1994 Rabaul Volcanic Eruption. [2018] UKSC 7 UKSC 2016/0166 HM Inspector of Health and Safety (Appellant) v Chevron North Sea Limited (Respondent) (Scotland) On appeal from the Court of Session (Scotland) The issue in this case is whether the Employment Tribunal, hearing an appeal under section 24 of the Health and Safety at Work etc Act 1974 by a person on whom an improvement notice or prohibition notice has been served, is entitled to take into account evidence which was not known and could not reasonably have been known to the inspector at the time he issued the notice. Following an inspection of the respondent’s offshore installation in the North Sea on 23 April 2013, the appellant considered that corrosion on the stairways and gratings leading to the helipad was such as to render them unsafe. The respondent, in agreement with the appellant, started remedial work that day. The appellant served a Prohibition Notice on the respondent on that evening. It identified the risk of serious personal injury to persons falling through the affected areas because they were in a weakened state due to corrosion and ordered the respondent to cease using the stairways until they were rendered safe. Laboratory testing later carried out on behalf of the respondent indicated that the corrosion had not in fact rendered the areas unsafe. The respondent appealed against the Prohibition Notice to the Employment Tribunal under section 24 of the Health and Safety at Work etc Act 1974 (“the 1974 Act”). The Tribunal considered that it ought to take the subsequent testing results into account in assessing whether the Prohibition Notice should have been served, as any evidence which shed light on the situation as it had been at the time was relevant to the question of whether the Prohibition Notice should have been served. The Tribunal cancelled the Prohibition Notice, concluding that it would be unjust for a notice to remain in place when it had transpired that its factual basis was erroneous, regardless of whether the information could have been known to the inspector at the time. The Inner House dismissed the appeal, holding that an appeal on the facts under section 24 required the Tribunal to have regard to any competent information available at the time of its hearing on appeal in order to determine whether an actual risk existed at the time the Prohibition Notice was issued. The Supreme Court unanimously dismisses the appeal. Under s.24 of the Health and Safety at Work etc Act 1974, the tribunal is entitled to take into account all the available evidence relevant to the state of affairs at the time of the service of the prohibition notice, including information coming to light after it was served.

The Deputy Minister conducted the opening of the Pattaya and Larn Island Safety Management Upgrading Project. The project is aimed at levelling up Pattaya to being an international standard safe tourist seaside city. This is being achieved by improving safety at sea issues, by introducing new rules and regulations for all ferries and tour boats operating in Pattaya Bay, such as compulsory radio communications to be provided on all boats, availability of ample life jackets and introducing professional uniforms for all crew and staff to wear in order to provide confidence to tourists whilst out at sea. Further, an inspection of life jackets will be made on all vehicles, so that old pieces can be replaced for free with new jackets. Also, as an added initiative, a Maritime Safety Award will be created and given to a chosen boat crew for excellence in performance operating out at sea.

You have a chance to survive a plane accident if you follow certain important rules. Your chances of dying in a plane crash are about one in 11,000,000, but it’s better to be prepared anyway. Not all plane accidents are fatal. Sometimes the aircraft can lose altitude, slide off the runway, or get into extreme turbulence without any passengers dying or even getting injured. The US National Transportation Safety Board study of past commercial aircraft accidents and calculated there’s a 95% survival rate on those. If you have a choice when buying tickets, choose larger planes and pick the right seat. An aisle seat within a five-row distance from the exit row in the back of the plane is the safest option. You’ll need less time to escape from it. Don’t dress to impress as you’re getting ready to get on board – dress to survive instead. Put on comfy jeans and sports shoes. Wear 100% organic cotton or wool. Those material don’t melt, unlike the synthetic fabrics. Flight crash statistics show that around 80% of all crashes happen during the first three minutes after takeoff and the last eight minutes before landing. So, it’s critically important that you stay focused and alert during those time intervals. When the plane is making an emergency landing, the crew will ask you to brace for impact. If there is a seat in front of you, cross your hands on it and place your forehead on top of the hands to protect your head from injuries. If there is no seat in front of you to lean on, bend over as far as you can, grab your knees and rest your head on them. Keep it down until the plane stops. When you operate a vessel that is under 24 meters (79 feet) in length, the French regulation « Division 240 » gives you guidelines regarding safety at sea, and requires that each team member on board has to be equipped with an individual lighting device such as a Cyalume. The advantage of a Cyalume lightstick is that it has a 5-year shelf life (when kept in its original foil) and works without any batteries and does not require any maintenance. Waterproof and buoyant, it’s 100% reliable and safe as it does not generate any heat, spark, gas or flame.
